We are honoured to present an expert panel of industry leaders as judges for the 2026 Retrofit Academy Awards. With their extensive knowledge and experience, these judges will carefully review each entry, selecting winners and highly commended recipients across fourteen categories.

Emily is responsible for shaping the strategic direction of the organisation. However, being part of a small team, her role also involves hands-on project delivery. She provides tailored support to partners, collaborates with policymakers to drive change, and fosters connections among industry stakeholders to encourage collaboration.

With over 16 years of experience in the social housing sector, Emily possesses an in-depth understanding of what works—and what doesn’t—when it comes to delivering retrofit projects at scale. She has a clear grasp of systemic barriers in the industry and recognises the importance of collective action and creative thinking to overcome them.

Emily also leads efforts to secure funding for key initiatives, including the ground-breaking 18-month Transform-ER project, which aims to revolutionise the retrofit industry and facilitate 1 million home upgrades annually by 2030.

Previously, she served as Programme Director for the ambitious Mustbe0 project, a European-wide initiative that united market development teams across four countries to kick-start a market for net-zero multi-storey buildings.

Andrew is well known in the industry for his passion and wealth of experience – much of which was gained from his 25 years with Rockwool where he worked in various roles including Head of Strategic Development, ETICS (external thermal insulation composite systems) Business Director and Marketing Director.

Andrew is supported by a volunteer board of directors made up of industry professionals and experts from all areas of the solid wall insulation market.

Richard holds a PhD in Building Physics and is also a chartered building surveyor.  He leads a task group for the development of international standards around energy performance.

Richard is the Chairman of the upcoming British Standard for Retrofit Assessment. He is also active the International Energy Agency studying the use of smart meter data to provide energy efficiency data for dwellings.

He holds a place on the SAP Scientific Integrity Group at the Building Research Establishment (BRE) which oversees the domestic energy model used in the UK. Richard is also the technical lead for the new Energy House 2 project, a building physics test lab.

Ste is the practice-wide Strategic Lead for Decarbonisation and Retrofit at BDP, the UK’s largest multidisciplinary architecture practice, where he leads and shapes the firm’s end-to-end advisory and delivery services for low-carbon transformation of the built environment.

He is also an expert advisor with organisations such as the AECB (Association for Environment Conscious Building) and guides clients across all major sectors in retrofit, decarbonisation, estate optimisation, adaptive reuse, and practical routes to Net Zero.

Ste’s approach is organisationally aligned and grounded in a holistic understanding of buildings and estates as interconnected ecosystems. Drawing on extensive experience as an architect delivering ambitious low-energy new-build, retrofit, and masterplanning projects, he bridges policy, strategy, and delivery to help organisations achieve effective decarbonisation and retrofit at scale.

Prior to joining BDP, Ste spent seven years as a Company Director at URBED, a highly influential consultancy specialising in low-energy design, retrofit, and co-design. His inclusive, collaborative approach is driven by climate and social action, ensuring clients and communities are active partners in shaping more sustainable and climate-resilient futures.

Rob brings 13 years of experience delivering impactful projects for not-for-profit organisations, currently managing Energy System Catapult’s portfolio of skills work for the decarbonisation of domestic properties. Rob brings together expertise from across a range of capabilities within The Catapult, working with diverse stakeholders from around the UK, including representatives from government, local authorities, community groups, businesses, and educators.

As part of his own consultancy CKC, he provides technical support for housing providers, and government on hard to Treat buildings, in particular hard to treat (HTT) buildings for BEIS Decarbonisation bids and SHDF he is also delivering a review of the Housing Health and Safety Rating System of MCHLG, on housing standards in the rented sector, including minimum standards and disrepair standards for habitation. He acts as Expert Witness on Building disrepair, thermal performance of energy efficiency measures and resilient buildings.

Jenny is the Chief Operating Officer for The Retrofit Academy with a background in management consulting and programme management. She has managed large scale partnership programmes in public health, social care, education, infrastructure and skills. She has also managed large-scale government funded training, such as the Green Homes Grant Skills Training Programme in 2021.

In 2022 she managed two major Community Renewal Fund programmes, one of which, in partnership with Essex County Council, won the Unlock Net Zero “Collaboration of the Year: Knowledge Building and Research” award. Since then, she has judged the same category of award for Unlock Net Zero, as well as judging their Innovation Award.

Jenny has a passion for partnership working and collaboration, and a commitment to the delivery of quality retrofit skills development.

Sarah works with the Government, BSI and other organisations to create domestic retrofit standards, guidance and training. She is a member of the Retrofit Steering Task Group set up after the Each Home Counts review, and is the technical author for the PAS 2035/2030 retrofit standard.

Sarah also has extensive experience in Passivhaus and AECB consultancy and is a Passivhaus and AECB Certifier. She has worked on over 90 certified Passivhaus dwellings across the country, and has dabbled in Passivhaus leisure centres, student accommodation, schools and more!

Chris has a background in building design, zero carbon and energy efficiency. He set up his own specialist practice 10 years ago after 28 years at Arup, latterly as director and Arup Fellow. He delivered his first zero carbon development more than 25 years ago, and brings a wealth of experience in practical design, construction, and policy, from years working around the world. Chris is a member of the EDGE think-tank, is on the Sustainable Development Foundation board, and previously served on the Net Zero Carbon Buildings Standard Governance Board and the LETI board. He is an Honorary Fellow of the RIBA, a Retrofit Academy Life Fellow, and a CIBSE Fellow, and a leading contributor to numerous CIBSE, BSI and LETI publications, including ‘Retrofit-at-Scale’ for housing, and ‘Understanding Non-Domestic Retrofit’ for the Retrofit Academy.

Fallon is a dedicated community and housing sector professional with passion and drive, focusing on both Asset and Housing management.

With over 20 years’ experience across both the private and social housing sectors, consistently delivering high performing outcomes, her passion and motivation for creating warm and high-quality homes has led to her current role leading on the successful development of a strategic asset strategy for retrofitting hard to treat properties and delivery of multiple retrofit programmes.

An experienced Retrofit Coordinator, Climate Power Champion 2022 and project manager, Fallon strives to improve best practices in retrofit, pushing energy efficiency to a new level.
